Commissioned to Build Spanish Fork Canyon Pipeline 12/5/2007 SPRINGVILLE, Utah – Utah is the second driest state in the country, averaging only 13 inches of precipitation per year, according to the Utah Rivers Council. The southwest region of Utah is in its seventh consecutive year of drought, according to the National Resources Conservation Service. To provide relief from the current drought conditions and bring water to Salt Lake and Utah county residents, W.W.
